Procedure

  1. Verify official consultation, issuing authority, version, scope, questions, deadline, format, evidence rules, and publication terms.
  2. Define respondent, represented groups, authority, interests, conflicts, affected populations, and desired outcome.
  3. Analyze proposal, baseline, problem, legal or operational context, implementation, costs, benefits, distribution, and alternatives.
  4. Gather primary evidence, data, experience, expert input, and affected-person perspectives with consent and limitations.
  5. Answer each question directly before broader commentary.
  6. Distinguish evidence, inference, preference, uncertainty, and unsupported areas.
  7. Propose practical wording, implementation, monitoring, transition, accessibility, and review where relevant.
  8. Obtain qualified review, verify attachments and citations, submit through the official channel, and preserve acknowledgment.
