  1. Define the audience, current state, desired progress, campaign objective, and evidence of need.

  6. Build a dependency-aware production and approval schedule with reuse rules and version control.
  7. Plan distribution using owned, earned, partner, community, search, and paid channels only where fit is evidenced.
  8. Define attribution, privacy, consent, experiments, baselines, and qualitative feedback.
  9. Run a preflight for claims, links, tracking, rendering, accessibility, permissions, and support readiness.
  10. Review results by audience progress, stop low-value work, and preserve learnings for the next decision.
