## Procedure

1. Define program, audience, platforms, rights, access, latency, recording, and success measures.
2. Map cameras, audio, playback, graphics, captions, switcher, encoder, network, platform, and monitoring.
3. Assign producer, director, technical, audio, graphics, caption, moderation, talent, and incident roles.
4. Prepare run of show, cues, assets, backup content, holding states, and communication channels.
5. Build redundant power, network, encoding, playback, recording, and credential paths proportionate to risk.
6. Configure privacy, moderation, delay, chat, access, and participant safety.
7. Rehearse the full show plus loss of each critical source and operator.
8. Monitor program and return feeds independently from representative audience locations.
9. Record locally, verify the archive, reconcile incidents, and publish an operations report.

## Guardrails
