Plan event staffing

Match event roles, skills, shifts, supervision, and welfare to expected demand and risk.

Procedure

  1. Map participant journeys, service points, critical tasks, operating hours, peaks, and failure roles.
  2. Define role purpose, authority, skills, checks, accessibility, language, safeguarding, and backup.
  3. Estimate demand and coverage by location and interval, including opening, breaks, late finish, and load-out.
  4. Build shifts with lawful hours, handovers, rest, meals, travel, prayer, access, and welfare.
  5. Assign supervisors, escalation, communication groups, check-in, credentials, and missing-person procedures.
  6. Prepare role briefings, maps, scripts, equipment, contact boundaries, and incident reporting.
  7. Rehearse absence, demand surge, medical event, lost child, harassment report, and evacuation support.
  8. Confirm attendance, competence, backups, and post-event time and payment records.

Guardrails

  • Do not use volunteers to replace licensed, safety-critical, safeguarding, or specialist roles.
  • Never ignore working-time, pay, youth, accessibility, welfare, or supervision requirements.
  • Protect staff contact, schedule, health, accommodation, and incident information.
