Procedure

  1. Preserve the report, relevant content, context, timestamps, prior actions, rule version, and reporter safety needs.
  2. Assess urgent threats to life, physical safety, privacy, account security, or financial harm through the authorized emergency path.
  3. Determine scope, audience, reach, target, repetition, coordination, and potential continuing harm.
  4. Match observed content or behavior to the exact current rule and evidence threshold.
  5. Check context, translation, satire, counterspeech, quotation, newsworthiness, and account compromise where relevant.
  6. Choose no action, label, limit, remove, warn, temporary restrict, permanent ban, or specialist escalation proportionately.
  7. Apply the action consistently and preserve the enforcement event.
  8. Notify affected parties with the rule, action, duration, appeal path, and safety resources appropriate to the case.
  9. Review conflicts, bias, repeat patterns, and difficult cases with a second authorized moderator.
  10. Track appeals, reversals, recurrence, rule ambiguity, and community-level prevention.
